Modern property tax assessment moves closer to reality

Advocacy News – Sept 8, 2023

This week, the Michigan House of Representatives Committee on Tax Policy considered House Bill 4926, sponsored by State Rep. Brenda Carter, a codification of a practice utilized during COVID-19 and since then to assess company property that is not located on or within company headquarters. The legislation allows for company property located in other municipalities across the state to be assessed for property taxes at the “ordinary location” of the equipment, rather than where the property would have been located for its primary use.

  • Why it matters: COVID-19 did not allow employees to bring equipment back to their company headquarters for the equipment to be included in the business’ property tax assessment. Now, with a more remote workforce, the current approach is more conducive to an ever-changing, flexible workforce.
  • Where it’s at: With the support of the Michigan Chamber, the bill was just recently presented to and passed by the Michigan House of Representatives Committee on Tax Policy. The bill now sits on the House floor for further consideration.
