Chamber applauds Army Corps’ progress on Line 5 Tunnel; Urges member support via public comment

Advocacy News – June 6, 2025

What’s happening: Last week, the U.S. Army Corps of Engineers released its draft Environmental Impact Study (EIS) for the Great Lakes Tunnel project. This vital infrastructure initiative aims to encase a new twin oil and gas pipeline beneath the Straits of Mackinac. The draft EIS validates key points the Chamber has raised in previous legal proceedings:

  • “No Action” scenario: The EIS identifies the continued operation of existing pipelines as the baseline, underscoring that doing nothing is a vote to keep the pipeline operating as is.
  • Focused project scope: The study evaluates only the replacement segment, not the entire pipeline system, ensuring a targeted approach.

The big picture: Since the permitting process began five years ago, Enbridge has conducted more than 40,000 hours of survey work in the Straits. This has been one of Michigan’s most comprehensive project reviews.

Why it matters: While the current pipeline is not at immediate risk, the tunnel will proactively safeguard against future concerns of a spill, creating hundreds of jobs and strengthening the local economy. This project is essential for Michigan’s energy future, ensuring a reliable, affordable supply of energy for decades to come.

What’s next: The Chamber will advocate for final approval of the tunnel project during upcoming public hearings. Experts are optimistic that the regulatory process will move forward, with construction expected to begin in 2026.
