Chamber applauds approval of congressional funding for Soo Locks

What’s new: Federal legislation that would complete funding for major reconstruction underway at the Soo Locks shipping complex is on the move , according to Michigan lawmakers. On Thursday, Aug. 1, the U.S. Senate Appropriations Committee unanimously advanced the Fiscal 2025 Energy and Water Development Appropriations Act, which provides more than $61.4 billion to federal agencies. Included within is $450 million in federal funding for the Soo Locks construction project.

Why it matters: The Soo Locks is a critical component of the country’s maritime trade economy. Located on the St. Marys River, the ‘linchpin of the Great Lakes’ allows freighters to navigate between Lake Superior and the lower Great Lakes, the St. Lawrence Seaway and international markets. This essential transportation link moves nearly 86 million tons of cargo annually, including 95% of the United States’ iron ore. Reconstruction of the Lock will ensure continued reliable and safe navigation of goods and materials throughout the Great Lakes, helping to support economic growth and maintain the region’s competitiveness in global markets.

What’s next: Once passed into law, the funding secured in this bill should allow the Army Corps to award all remaining construction contracts for the Soo Locks project, putting the project on track towards timely completion. The bill must yet clear both Congressional chambers before President Biden could sign it into law. Once passed, it would allow the U.S. Army Corps of Engineers to award all remaining construction contracts for the infrastructure megaproject. The project is set to be completed in 2030.
