With the legislature returning to a more normal schedule, several Michigan Chamber supported bills have been introduced and are beginning to see movement. Here is a summery to keep you up to date:
- HB 5766 (Hauck): Pushed the appeals deadline on commercial and industrial personal property and residential real property back to August 31st.
Director of Tax Policy and Regulatory Affairs, Dan Papineau was on hand to testify in both House Committees where the bills received unanimous support. The bill was also passed by the House unanimously. Papineau also testified on the bill in the Senate Committee today where the bill is expected to be reported and up on the Senate floor for a vote the same day.
- SB 935 (Daley) and SB 936 (Vanderwall): Takes March through August’s sales, use and withholding (SUW) taxes and makes them due December 31st.
As Treasury pushes the deadline back month by month, taxpayers need a longer-term approach to SUW payments. As businesses reopen, they will need time to catch up on these monthly payments.

- SB 937 (Vanderwall): Allows for the tax payment plans under the Income Tax Act for entities impacted by COVID-19 related executive orders.
- HB 5761 and Req. 6869 (Lower): Legislation to delay the summer 2020 property tax deadline is in the works and should be introduced today. A hearing will be held on Thursday and Dan Papineau will be there to testify in support. If you are willing to review these drafts, feedback would be greatly appreciated.
